Issue saliency, voter uncertainty, perceived ambiguity in the issue position of candidates and retrospective voting were among the topics discussed at a conference on “Issue Voting, Cognitive Processes and Rational Choice” sponsored by the Board of Overseers for the National Election Studies. This was the second major conference called by the Board under a National Science Foundation grant for the long-term study of national elections. One goal of the Board is the improvement, change and extension of the CPS/NES election survey questionnaires and study designs through the participation of the broader scholarly community in research conferences and other research activities. In bringing together a diverse group of scholars the Board hoped that the discussions might produce some new insights into problems of issue voting, as well as proposals for making the election and related data more usable in academic fields other than political science.
